ah, if only...
and to make it happen here is a plan... http://5tth.blogspot.com/2010/05/what-is-nga.html
the place you describe is utopia, a community round Utah who have their own cloud already. We could learn a lot from them. Sustainable rural communities. But to make it happen we need NGA first, ubiquitous access to support innovation.

Cool post, thoughtful and positive and I think I agree with all the posts, especially the infrastructure one. As a member of the Learner-Generated Contexts Research Group I am not sure about the content point. Give the content away and charge for services I think.
I try to work in the solution space of social and digital inclusion so it is good to find a like-minded grumpy old men...

[...] My Digital Inclusion Manifesto – Penval The biggest users of government services are the most vulnerable group in the community. Those who suffer multiple deprivations have their own networks that meet their needs; the network is the first layer of the care wrap. In a crisis nobody uses the internet but they do phone a friend: focus on the friends. Working towards universal digital inclusion it is often easy to forget that the third sector creates a pathway to get to hard to reach clients. Within those complex networks we should remember that brokers are the most important members of society; they see the parts and create the whole. There is a digital inclusion imperative resulting from a high level determination to see people on line to access information and services. In meeting that imperative, let us not lose sight of the potential for the biggest stakeholders to be empowered. [...]

These well crafted thoughts highlight the fragmentation under the surface of 'digital inclusion'. To society (if they notice) we must appear a strange mix of community developers, technology enthusiasts, cost reducing and controlling beaurocrats, educationalists and partly disguised sales people. These parties must have divergent motivations and visions - hiding these helps no-one.

The need for a clear set of goals is apparent although this process may fragment a loose coalition of interests -as Paul points out we should be open about identity. In that fragmented future world of digital inclusion we need champions and alliances not the current fiudge.

This feels like the start of a debate that will clarify goals and methods. With an election upon us and post-election cost constraint to follow - we need to take the time to work thorugh these issues and get ready for the challenges that might follow.

I have a pet hate of the use of the word 'evolution' - the implicit continuous improvement is not evidenced. I doubt that this is an evolutionary process, the internet and digital inclusion is being architected to achieve defined purposes; primarily commercial and governmental. The unintended consequences of this development may offer chances for innovation but we have to move beyond living off the virtual 'waste-tip' if we are to allow others to gain and grow. To do this the clarity of goals and means implied in Paul's article will be essential - as will loud voices to champion them!
