  • let go of responsibility,
  • rely on others not employed by you to do the job.

Bottom line – its trying to deliver the same outcomes with less resources.

If this is going to work and you, your clients/citizens are going to receive the service they expect, or, more challengingly start providing the service themselves, there is a whole raft of negotiating, consulting, considering, delegating, recruiting, motivating, exploring, enthusing, quality controlling to be done by your staff who haven’t previously had to have the skills needed to do this.
